Our company principals have been working with power companies since the mid 1990’s, primarily associated with the design and permitting of industrial solid waste landfills for coal combustion residuals. However, based on our successes with these projects we continue to be presented opportunities to address broader environmental issues. Today, we are providing a wide range of environmental engineering services in support of the management of coal combustion residuals for power generating facilities.
Following is a list of the engineering services we have provided for power companies:

Coal Ash Pond Evaluation & Closure
Historically, power companies have managed coal combustion byproducts (CCB) through a series of ash sluicing ponds. Today, several factors are driving power companies to re-think this approach and consider dry handling. These factors include capacity limitations, groundwater regulatory changes, and air quality regulatory changes. Garrett & Moore has assisted power companies in dealing with these factors through the following:
- Geotechnical stability analysis of ash pond dikes
- Groundwater monitoring and compliance
- NPDES wastewater discharge permitting
- Hydrogeological investigations
- Ash and soil characterization studies
- Remediation
- Legacy Cost Estimates
Flue Gas Desulphurization (FGD) Scrubber Waste
Scrubbers are used in U.S. power plants to meet emissions standards set by the U.S. Environmental Protection Agency (EPA). New regulatory programs call for further reduction of sulfur dioxide (SO2) emissions from coal-burning power plants. Flue gas systems frequently use limestone-forced-oxidation scrubbers to convert SO2 in the flue gas to gypsum, which can be sold for wallboard manufacturing, cement additive, or agricultural applications, thus turning a waste stream into a usable resource. Landfills are necessary for the disposal of coal combustion residuals (CCR’s) when demand for the CCR’s falls short of the production. Garrett & Moore has provided the following engineering services in support of FGD scrubber projects:
- FGD Blowdown Wastewater Treatment Technology Evaluations
- FGD Blowdown Wastewater Treatment Pond Design
- Wastewater Treatment Pond Liner System Construction Quality Assurance
- Coal Combustion Residual Management
- Coal Combustion Residual Waste Characterization
- Coal Combustion Residual Landfill Siting, Design, and Construction Quality Assurance
- Coal Combustion Residual Leachate Characterization
Coal Combustion Residual Landfills
Garrett & Moore has provided full service engineering for the disposal of coal combustion residuals (CCR’s) in landfills from siting studies to operations consulting. Our services include:
- Siting, Design, Permitting and Construction Quality Assurance
- Stormwater and Leachate Management
- Groundwater Monitoring
- Permit Compliance Evaluations
- Closure and Post-Closure Plans
- Operations Consulting
